SOURCES OF FINANCING OF INNOVATION IN THE REGIONS AND SCIENTIFIC AND METHODOLOGICAL FOUNDATIONS OF THEIR ASSESSMENT

This study examines the sources of financing innovative activities in the regions of Uzbekistan and the scientific and methodological foundations for their assessment. The research analyzes the role of state policy in supporting innovation, particularly through budget financing, institutional mechanisms, and innovation infrastructure development. Based on international theoretical approaches, including endogenous growth theory, the study highlights the importance of public investment in research and development (R&D), human capital, and technological advancement. The paper also systematizes modern approaches to assessing innovation financing, including statistical, survey-based, econometric, and institutional methods. Furthermore, the role of commercial banks in financing innovation through various credit instruments is examined. The results show that diversification of financing sources, strengthening of innovation lending mechanisms, and creation of a stable institutional environment are crucial for enhancing the impact of innovation on regional economic growth.
