THE MAIN ESSENCE OF THE ACTIVITIES OF DEPUTIES OF LOCAL REPRESENTATIVE STATE AUTHORITIES AND LEGAL ISSUES OF ITS IMPROVEMENT

Abstract

The role of local representative bodies is paramount in delegating public administration powers to lower levels, widely implementing the principles of popular sovereignty in territorial governance, and ensuring citizens participation in resolving matters of local significance. Chapter XXI of the updated Constitution of the Republic of Uzbekistan [1] has improved the foundations of local state power, clearly delineating the scope of powers between the Kengashes (Councils) of People’s Deputies and the khokims (governors). In particular, as a logical extension of the principle of separation of powers at the local level, the complete elimination of the practice whereby khokims concurrently served as chairpersons of the Kengashes of People’s Deputies marked a new phase in enhancing the independence of local representative institutions. In this context, analyzing the legal status of deputies of the Kengashes of People’s Deputies, the core essence of their activities, and the mechanisms for the effective exercise of their powers assumes pressing scientific and practical significance.
