Ichki ishlar organlari faoliyati samaradorligi, avvalo, mazkur tizimda xizmat qilayotgan kadrlarning kasbiy tayyorgarligi, axloqiy barqarorligi hamda xizmatni tashkil etish darajasi bilan bevosita bog‘liq. Jahon tajribasi shuni ko‘rsatadiki, huquq-tartibot organlarida kadrlar bilan ishlash va xizmatni tashkil etish masalalariga strategik yondashilmagan sharoitda jinoyatchilikka qarshi kurash, jamoat xavfsizligini ta’minlash va fuqarolar ishonchini mustahkamlash samarasi sezilarli darajada pasayadi [1]. Shu bois, ichki ishlar organlarida kadrlar siyosati davlat boshqaruvining muhim yo‘nalishlaridan biri sifatida qaralishi lozim.
