Today, all developed countries around the world attach special importance to the effective use of human capital. According to the experience of these countries, an innovation-based economy grounded in scientific and technological progress is considered the foundation of sustainable development and public welfare. Creating such an innovative economy first and foremost requires the efficient use of human capital and significant investment in it. Global experience and practice show that investments directed toward human capital are more justified compared to other factors.
