Мамлакатимизда ички ишлар органлари фаолияти жамиятнинг хавфсизлиги ва тартиботини таъминлашда муҳим аҳамиятга эга бўлиб, улар томонидан содир этиладиган коррупциявий ҳолатлар фуқароларнинг ҳуқуқларига жиддий зарар етказади, давлат органларига ишончни пасайтиради ва ижтимоий-иқтисодий ривожланишга тўсқинлик қилади. Коррупциявий ҳолатларнинг олдини олиш механизмини такомиллаштириш мамлакатимизнинг ислоҳотлари доирасида устувор вазифалардан бири бўлиб, бу соҳадаги самарадорликни ошириш орқали фуқаролар ҳуқуқларини ҳимоя қилиш ва ҳуқуқ-тартибот органларининг шаффофлигини таъминлаш мумкин.
