Abstract

This thesis analyzes the rule-making activities of local state authorities, their legal nature, and the stages of their implementation from a scientific and theoretical perspective. In particular, the study examines the processes of drafting normative legal acts, conducting legal expertise, discussing, adopting, and promulgating such acts. Furthermore, certain problems arising in the practice of adopting normative legal acts by local state authorities are identified and analyzed, and scientifically grounded proposals and recommendations aimed at eliminating these shortcomings are developed.
