Ўзбекистон Республикаси ички ишлар органлари фаолиятида аҳоли орасида оммавий норозиликка сабаб бўладиган ҳолатларнинг олдини олиш масаласи жамият хавфсизлиги ва ҳуқуқий тартибни таъминлашда муҳим ўрин тутади. Бу масала глобал миқёсда ҳам долзарб бўлиб, айниқса, АҚШ тажрибаси бу борада кўплаб самарали стратегияларни таклиф этади. АҚШ полицияси оммавий норозиликларни бошқаришда жамоат полицияси (community policing) принципига асосланади, бу ерда полиция ходимлари маҳаллий жамоалар билан доимий ҳамкорлик қилиб, ишончни ошириш ва зўравонликнинг олдини олишга эътибор беради.
