This consent is executed separately from other consents to the processing of personal data and from other documents (part 6 of Article 10.1 of Federal Law No. 152-FZ of 27 July 2006 “On Personal Data”).

The content of the consent complies with the requirements established by Order No. 18 of the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) of 24 February 2021 “On the Approval of Requirements for the Content of Consent to the Processing of Personal Data Permitted by the Data Subject for Dissemination”.

The publication of an academic material in open access by its very nature means disclosing information about authorship to an unlimited group of persons. This document defines exactly which of the author’s personal data becomes publicly available, where it is placed, on what terms, and how the author may impose prohibitions and require dissemination to cease.


Consent to the processing of personal data permitted by the data subject for dissemination

1. The data subject

I, surname, given name, patronymic (if any), contact e-mail address: e-mail, contact telephone number: telephone (the “Data Subject”), acting of my own volition and in my own interest, hereby give this consent to the processing of my personal data permitted by me for dissemination.

3. Purpose of the processing of personal data permitted for dissemination

Publication of the academic material of which I am the author (co-author) in the electronic conference proceedings in open access, enabling its academic citation and the attribution of authorship, and the placement of the publication metadata in digital identifier registration systems, repositories, aggregators and academic search engines.

4. Categories and list of personal data permitted for dissemination

I permit the dissemination (including provision and access) of the following personal data:

The Data Subject’s right to impose prohibitions. In accordance with part 9 of Article 10.1 of 152-FZ, the Data Subject is entitled to impose prohibitions on the transfer (other than the granting of access) of individual items of personal data permitted for dissemination, as well as prohibitions on the processing of, or conditions for the processing of (other than obtaining access to), such data by an unlimited group of persons.

Prohibitions and conditions are indicated by the author when submitting the material — in the “Comments for the Editor” field of the submission form on econferences.ru or in a cover letter sent to info@econferences.ru. Prohibitions and conditions imposed by the Data Subject may be changed by him or her at any time in the same manner (part 12 of Article 10.1 of 152-FZ).

Items marked in the table as “At the author’s option” are disseminated only where express permission has been given; in the absence of such an indication, that data is not published.

5. Information resources through which dissemination will be carried out

The dissemination of the personal data listed in section 4 is carried out through the following information resources:

The Operator may supplement the list of information resources provided that the Data Subject is given prior notice at the e-mail address indicated by him or her at least 10 (ten) business days before dissemination through the new resource begins. The Data Subject may raise an objection within that period.

6. Conditions and prohibitions on the processing of personal data permitted for dissemination

6.1. Personal data permitted for dissemination is placed exclusively as part of the metadata and text of the academic publication and exclusively to the extent set out in section 4 of this consent.

6.2. A published material is distributed under the terms of the Creative Commons Attribution 4.0 International (CC BY 4.0) public licence, which means that any person is entitled freely to copy, distribute, adapt and use the material, including for commercial purposes, subject to mandatory attribution. Attribution entails reproducing the author’s surname, given name and patronymic and a reference to the original source.

6.3. The Operator imposes the following prohibitions in respect of its own actions: the Operator does not transfer personal data permitted for dissemination to third parties for purposes unrelated to academic publication and its indexing, does not use such data for advertising or marketing purposes and does not include it in databases intended for the commercial distribution of contact details.

6.4. The Operator cannot impose prohibitions or conditions in respect of the acts of third parties who have obtained access to a published material under the CC BY 4.0 licence, beyond the terms of that licence itself.

7. Term of the consent

7.1. This consent is valid from the day it is signed (or the day the box is ticked in the form) until the day it is withdrawn by the Data Subject or until the day the Operator receives a demand that the transfer (dissemination, provision, access) of personal data cease, in the manner set out in section 8 of this consent.

7.2. The consent applies to each material submitted by the Data Subject to the Operator during the period of its validity.

8. Procedure for withdrawing consent and ceasing dissemination

8.1. This consent may be withdrawn by the Data Subject at any time (part 2 of Article 9 and part 12 of Article 10.1 of 152-FZ) by sending the Operator a demand that the transfer (dissemination, provision, access) of personal data cease:

  • to the e-mail address info@econferences.ru with the subject line “Demand for the cessation of dissemination of personal data”;
  • or in written form to the Operator’s registered address: [уточняется].

8.2. The demand must contain the Data Subject’s surname, given name and patronymic, contact information (telephone number, e-mail address or postal address) and a list of the personal data the processing of which is to cease (part 13 of Article 10.1 of 152-FZ).

8.3. The Operator ceases the transfer (dissemination, provision, access) of personal data within a period not exceeding 3 (three) business days of receipt of the demand, or within such other period as is established by a court judgment that has entered into legal force.

8.4. The actual limits of compliance with a demand — brought to the Data Subject’s attention before consent is given

The Operator expressly and in advance notifies the Data Subject that the cessation of the dissemination of personal data that has become publicly available as part of an academic publication cannot be complied with in full:

  • On econferences.ru — complied with immediately and in full. Within the period specified in clause 8.3, the Operator deletes or anonymises the relevant personal data on all pages of the Website under its control.
  • In repositories and aggregators (Zenodo, Crossref, OpenAIRE, BASE, CORE, Google Scholar) — requests for deletion or amendment are sent. Those resources are independent operators and are outside the Operator’s control. The Operator sends them reasoned requests for the deletion or amendment of the relevant information and notifies the Data Subject of the outcome. The Operator cannot guarantee the time frame or the outcome of the consideration of such requests by third parties. It is separately brought to the Data Subject’s attention that, under the rules of DOI registration systems and long-term preservation repositories, a record to which a DOI has been assigned is as a rule not subject to deletion: instead of deletion, a retraction mechanism is applied, with the record of the retraction being retained.
  • Copies already distributed by third parties cannot technically be recalled. A published material is distributed under the open CC BY 4.0 licence, which is irrevocable. Any person who obtained the material while it was in open access is entitled to continue using it on the terms of that licence. Copies placed on third-party websites, in search engine caches, in personal and institutional repositories, in web archives and on other resources are not under the Operator’s control and cannot be deleted by it.

By ticking the consent box, the Data Subject confirms that this warning was brought to his or her attention before consent was given and that he or she is aware of the above factual limitations.

8.5. Withdrawal of this consent does not terminate the processing of personal data on other legal grounds provided for by 152-FZ, including for the purposes of performing a contract and discharging obligations imposed on the Operator by the legislation of the Russian Federation.

9. Declarations of the Data Subject

  • I confirm that I have read the Operator’s Personal Data Processing Policy published at econferences.ru/privacy/.
  • I confirm that the content and terms of the CC BY 4.0 licence under which the material is published, including its irrevocable nature, have been explained to me.
  • I confirm that this consent is given by me freely, of my own volition and in my own interest, and that silence or inaction may not be regarded as consent (part 8 of Article 10.1 of 152-FZ).
  • Where I have named co-authors, I confirm that each co-author has been notified of the content of this document and has consented to the dissemination of his or her personal data to the extent indicated.
