This expanded research investigates the systemic transformation of strategic management within Uzbekistan’s housing and communal services (HCS) sector. Current global shifts toward urbanization and resource scarcity demand a transition from outdated administrative models to market-oriented, high-tech governance. The thesis analyzes the integration of professional management, Public-Private Partnerships (PPP), and digital accountability frameworks. A specific emphasis is placed on the role of young PhD researchers as catalysts for institutional change, proposing a roadmap that synchronizes economic profitability with the socio-ecological requirements of the "Uzbekistan – 2030" Strategy.
