Ichki ishlar organlari tizimida amalga oshirilayotgan islohotlar zamirida, avvalo, inson omili, ya’ni kadrlar masalasi ustuvor ahamiyat kasb etayotgani bilan xarakterlanadi. Jamoat xavfsizligini ta’minlash, huquq-tartibotni mustahkamlash, fuqarolarning qonuniy huquq va manfaatlarini himoya qilish bevosita ichki ishlar organlari xodimlarining kasbiy salohiyati, ma’naviy-axloqiy qiyofasi hamda xizmat intizomiga bog‘liq ekani ilmiy va amaliy jihatdan e’tirof etilgan. Shu bois, ichki ishlar organlarini kadrlar bilan ta’minlash masalasi davlat siyosatining ustuvor yo‘nalishlaridan biri sifatida qaralmoqda [1].
